Alpena DDA Considering Establishing Social District

The Alpena DDA is considering establishing a Social District in Downtown Alpena, which would allow visitors to walk through downtown with an open container of alcohol (beer, wine, or a cocktail) and consume it in public spaces, such as Culligan Plaza.

Alcoholic beverages would have to be purchased from participating downtown bars or restaurants, who would apply for a special permit through the Michigan Liquor Control Commission.

The Social District would have a pre-set boundary and hours of operation, as established by the City & DDA. Alcohol purchased in one establishment could not go into another business that has a liquor license.
